MINUTES
CITY COUNCIL & WPC AUTHORITY
February 8, 2010
A   SPECIAL/TELEPHONIC MEETING of the City Council & WPC Authority was held in the Mayor's Office on Monday, February 8, 2010.
Present were Mayor Ryan Bingham, Corporation Counsel Ernestine Yuille Weaver, City Councilors Elinor Carbone, Marie Soliani and Thomas Jerram. Councilor Richard Dalla Valle joined the meeting via telephone. Also present were Information Systems Technician James Liebler, Data Processing Manager Rudy Pullano, and Administrative Assistant to the Mayor Steven Nocera. City Councilors Drake Waldron and Paul Samele were absent.
Mayor Bingham called the meeting to order at 12:05 p.m.
EXECUTIVE SESSION: Personnel
On a motion by Councilor Jerram, seconded by Councilor Carbone, the council voted unanimously to enter Executive Session under personnel at 12:05 p.m., inviting Mr. Liebler and Mr. Pullano.


OPEN SESSION
On a motion by Councilor Carbone, seconded by Councilor Jerram, the council voted unanimously to return to open session at 12:20 p.m.


MANAGEMENT RESOLUTION CONTRACT CHANGE
On a motion by Councilor Carbone, seconded by Councilor Jerram, the council considered changing Mr. Liebler's title from Information Systems Technician to Systems Administrator effective July 1, 2010 for a pay rate of $59,117.


Councilor Soliani stated she is opposed to this change because considering a pay increase is not where the City needs to be right now. She said she believes a job is not about the person, but about the position. Councilor Soliani said Mr. Liebler should be allowed to terminate his position and then a new position created. She said she does not think employment position changes should be based on the person.


The vote was 3/1 with Councilor Soliani opposed.
ADJOURNMENT
On a motion by Councilor Jerram, seconded by Councilor Carbone, the Council voted unanimously to adjourn at 12:22 p.m.
